Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are released from various governments. Immense energy is devoted on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by current data. From observation points, defense planes that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense activated: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, most likely provided by partner states. Every firing creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a heavy machine gun engaged a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it continued its flight toward its objective.
Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, persist.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a premise well known to experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to relinquish the land that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, US leadership does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its favour.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, subjective factors are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any plan Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
